PARTNERSHIP

The ECOPORTIL project could not be realized without transnational cooperation. The transfer of knowledge & expertise among PPs & among countries is vital. Each PP carries not only its own experience but also the experience gathered by the compatriots. In order to ensure joint implementation, most of the deliverables are foreseen to be the product of joint work and all PPs share responsibilities and contribute to all WPs with deliverables clearly defined.

Description:

Established in 2006, the Laboratory of Knowledge & Intelligent Computing (KIC) is an active Laboratory of the Department of Informatics and Telecommunication of the University of Ioannina in Arta, Greece. KIC Lab main research areas and expertise include knowledge and intelligent techniques, advanced software development techniques, computational intelligence and soft computing techniques, advanced signal processing, Intelligent Information Systems. However, despite the main focus on the above mentioned research areas, KIC Lab actively participated, over the years, in projects co-funded by programmes such as INTERREG, South East Europe, FP7, IPA Adriatic, GREECE-ITALY 2007-2014, Greece-Czech Republic, MED, Lifelong Learning, ERASMUS+.

The University of the Aegean (UAegean) was founded in 1984 aiming to introduce new approaches in higher education in Greece and worldwide and to promote regional development. Situated in 6 picturesque islands in the Aegean Archipelago, the UAegean offers a unique natural, cultural and human environment for modern studies in the ancient cradle of knowledge.  

From its earliest days, the UAegean challenged the prevailing limitations of the academic endeavor in Greece, both in terms of educational approach and in terms of organizational structure. These challenges were soon transformed into advantages which have culminated in academic achievements and the rapid development of the institution.  

In less than thirty years, the UAegean has evolved into an international research –oriented University offering 18 undergraduate (BA or BSc) and 40 postgraduate (MA or MSc) programmes in modern interdisciplinary thematic areas such as environment, communication systems, cultural informatics, product design, food and nutritional sciences, education design  and Mediterranean studies. In addition, the UAegean has established joined international postgraduate programs (i.e. in Biodiversity, Environmental Policy and Management, European Integration) as well as joined PhD degree programmes in a wide range of thematic areas.  

The early and full incorporation of Information and Communication Technologies in all aspects of academic and administrative operations and the important research outputs in specific fields of excellence and innovation have transformed this unique network of “academic ports of studies and research” into a dynamic and competitive institution at national and international level and a strong social and economic stakeholder in the region.  

The UAegean has created a strong international academic and research profile, having been an active member of the European Universities Association (EUA), a founding partner of the Cremo network, member of the EMUNI Senate, partner in many academic and research networks and participant in more than 210 bilateral and LLP Erasmus academic agreements.  

The UAegean has received consistently excellent feedback in evaluations that have taken place at national, European and international level, as a result of the study programmes offered by the institution and its competitive research programs.

BPICo- Bulgarian Ports Infrastructure Company

Bulgarian Ports Infrastructure Company (BPICo) manages the port infrastructure of the public transport ports of national importance in accordance with the Maritime Spaces, Internal Waterways and Ports of the Republic of Bulgaria Act. The Company is responsible for the maritime and inland waterway traffic management and information services and safety of navigation.
BPICo has four territorial and three specialized divisions in Port of Burgas and Port of Varna on Black sea coast; Port of Lom and Port of Ruse on Danube River.
The object of activities of BPI Co includes:
       construction, reconstruction, rehabilitation and maintenance of the public transport ports of national importance;
       maintenance of the existing and the building of new approach canals, port aquatories, sea and river depots for the disposal of dredging mass, breakwaters, protection facilities and other servicing public transport ports of national importance;
       management of the property in public transport ports of national importance;
       elaboration, maintenance and storage of the register containing data on the port infrastructure of public transport ports of national importance;
       assistance to the Minister of Transport, Information Technology and Communications in exercising control over the implementation of the concession contracts and the contracts with the single-shareholder commercial companies for performance of the port services and activities;
       responsibility for the preparation, implementation and maintenance of security plans for port areas which include a public transport port of national importance;
       provision of access to public transport ports;
       construction and maintenance of facilities servicing the system for monitoring of ship movements and information and the Bulgarian river information system;
       securing the navigation safety in the territorial sea, the internal sea waters, the canals and the port aquatory.
                BPI Co provides:
       services through the Global Maritime Distress & Safety System (GMDSS);
       services through Maritime Single Window (MSW);
       currently developing Port Community Information System of the Bulgarian Ports /PCS/;
       telecommunication ship-shore / shore-ship services;
       services pertinent to traffic control and information support of shipping and the provision of river information services to ship traffic;
        hydrometeorologycal information.

NIMH-National Institute of Meteorology and Hydrology

The National Institute of Meteorology and Hydrology is affiliated to the Bulgarian Academy of Sciences (NIMH) and is the main place in Bulgaria which gives for more than 134 years its humble information and scientific contribution to the mastering and studying of the problems related to the water resources, climate change, weather, environmental monitoring on the territory of all country, including Black Sea coastal zone (http://www.bas.bg). NIMH is the chief executive of research and operational monitoring activities in meteorology and hydrology in Bulgaria. The structure of the NIMH comprises the Central Office in Sofia and the 4 Regional Centers, which drive observatories and observation monitoring stations (more than 350) on the teritory of Bulgaria. The information database in the institute is systematic collected, processed, managed, maintained and developed. Its permanent staff consists of 100 highly qualified researchers and 700 engineers and technicians. NIMH-BAS provides the maritime communities with weather forecasts, warnings and observations for coastal waters and the open areas of the Black Sea. The regional centre in Varna perform operating activities in 6 synoptic maritime stations along the whole Bulgarian Black Sea coast by monitoring the parameters of wind, waves and sea levels. NIMH-BAS uses advanced marine and weather numerical prediction models to predict the physical charecteristics over the Black Sea and has experience at wind waves and storm surge modelling, wave power potential of the Black Sea, climatic changes in the Black Sea, storminess. The NIMH_BAS scientists/experts are involved in consulting decision and policy makers for elaboration of environmental friendly regulations and guidelines for sustainable management of Black Sea natural resources and coastal hazards at governmental and local authorities’ level.

The institution was engaged in a number of national and international scientific and operative programmes and EU projects on the Black Sea and Mediterranean research. Among them are: the Black Sea GOOS programme of IOC; MEDAR-MEDATLAS-II, Mediterranean Hydrographic Atlas- EU FP 4; ARENA -A Regional Capacity Building and Networking Program to Upgrade Monitoring and Forecasting Activity in the Black Sea Basin EU FP 5; ASCABOS – A Supporting Programme for Capacity Building in the Black Sea Region towards operational status of oceonografic services-EU FP 6; IncREO– Increasing Resilience through Earth Observation EU FP7 ; VOWS – Violent Overtopping by Waves at Seawalls EU FP 5, ECOPORT 8 – Environmental Management of Transboarder Corridor Ports – SEE program, TEN ECOPORT – Transnational ENhancement of ECOPORT8 network- SEE program.

Frederick Research Center (FRC) is a leading research non-profit organization in Cyprus. It was established in 1995 in order to create a solid foundation for the development of scientific research activities of Cypriot and foreign scientists. FRC main goals are:
  • to promote scientific research and science in general and to undertake and conduct research of basic and applied nature in various domains
  • to offer consulting services to individuals, business, organizations and the government
  • to encourage participation in research projects and development of research proposal
  • to coordinate and participate in the implementation of research projects and
  • to establish collaborations with other national and international research Centers and universities for the execution of research work.
FRC engages highly qualified academic/research staff with long experience in implementing independent and high caliber research and with rich publications record in peer-reviewed scientific journals. Numerous research projects have been carried out through FRC and part of their results have been presented in international scientific conferences, contributing to the dissemination and technology transfer.

The Institute of Transport , was established in 1985, is a public body, under the Ministry of Transport and Public Works. It is a service agency supporting the Ministry of Transport (from September 2017 Ministry of Infrastructure and Energy), acting as a specialized and counseling  body in the transport field. The Institute of Transport performs its activity on the basis of the Council of Ministers Resolution No. 861 date: 21.11.2007 on, “Establishment, Organization and Functioning of the Institute of Transport”.

The mission of Institute of Transport:

  • Monitoring and updating the Albanian National Transport Plan (ANTP) (1st , 2nd and 3rd Reviews)

  • Establishment and update of transport sector database; support the MIE with data and analytical tools to develop policies and strategies for the transport sector.

Main objectives:

  • Maintaining and updating the ANTP and associated investment programs.   

  • Establishing a transport sector database for each mode of transport.

  • Functioning as a central repository of transport sector information and provide the MIE with data and analytical instruments for development of policies and strategies for transport sector.

  • To assist the MIE, in reviewing and updating the transport sector policies, regulations and institutional reforms.

  • To carry out works and other study services for third parties in the field of transport, road, rail, maritime and air transport, updating, evaluation, opponents, expertise, training etc.

  • To take part as a consultant or local partner in regional and foreign projects in the field of transport.
